First Quarter 2026 Bulletin Palawan Animal Welfare Foundation, Inc.

Very important

We sincerely thank you for participating in the general assembly on March 26, 2026. The minutes of this meeting are attached to this bulletin. Your support, particularly through the return of proxies, is essential for the survival and proper functioning of the Foundation.

1. Pets

Sterilization

The bad news continues: a veterinarian who had been collaborating with PAWFI for many years has resigned without apparent reason.

The founder has actively sought new competent, quick veterinarians with a very low mortality rate. We have been fortunate to find a promising solution that should allow us to maintain, if not improve, our results by operating one week per month instead of once a week.

This new organization involves modest fees as well as travel expenses from Manila, accommodation, and meals.

Additionally, we received a visit fromAnnette B.(California) who was looking for a reliable organization to financially support the sterilization of stray dogs and cats. We responded positively to her request and are in regular contact to quickly finalize a partnership agreement.

Cattery

A cat was abandoned in front of the gate, locked in a bag — a method unfortunately too common for getting rid of animals deemed "burdensome." 


Pound

The Puerto Princesa pound remains closed to this day. We are preparing an official complaint against the person in charge of this establishment.

Unfortunately, some dogs did not survive the transfer. Those who were luckier are now living peaceful days at the sanctuary.Paws and Clawsin Aborlan, created by our friendVickee C.(California).

2. Farm Animals

Slaughterhouse

The founder has resumed her monitoring activities at the slaughterhouse.

We reiterate our request for the installation of water troughs for pigs, a shower in the stunning ramp, and the mandatory use of the stunning device for cattle. An official letter has been sent to the mayor to draw attention to these essential points. 

Carabaos

No response has been received from the governor of the province. Illegal shipments of carabaos of all ages continue under particularly cruel transport conditions.

The animals are crammed into less than one square meter per carabao, without food or water, for a journey of over 40 hours (loading included). They are often placed among crates, with no possibility to lie down or move, before being slaughtered.transport de Carabaos inhumain


Our project "A Thousand Carabaos for the Farmers of Palawan"

We are still looking for sponsors to raise the600,000 eurosneeded to carry out this ambitious project, essential for local agriculture.

Carabaos


Good news

This quarter, six carabaos have joined the "exclusive club" of PAWFI:

  • Marco, Patring, and Micawere purchased by Mrs. Monika N.
  • Carlahas received a long life guarantee thanks to Mrs. Susannah W.
  • Berteng and Bertawere partially funded by multiple donors.

Our goats

The injured leg seems to be fully healed. The adopter remains very vigilant.

Our pigeons

We welcomed six new pigeons who joined our three "service" hens. Everything is going well. This is a big first for PAWFI.Pigeons

  • Tattoos: 69 dogs (Cumulative total: 15,774)
  • Veterinary treatments: 81 (pets and carabaos)

  • Rabies vaccines: 140 dogs
  • Recovered from the pound: 0

Our cumulative results

  • More than20,230 female dogs and catssterilized and3,646 malessince the foundation was established in March 2000.
  • 15,774 dogstattooed and registered, mainly in Palawan.
  • Obtaining national and local animal welfare laws, particularly to regulate the transport and slaughter of carabaos (although the province has removed our participation in port inspections).
  • 120 carabaospurchased to date.
  • Ongoing improvements in conditions at the slaughterhouse, with a quick response to most of our requests.

Our projects

  • Obtaining a national moratorium on the slaughter of carabaos.
  • Effective enforcement of animal welfare laws for all animals across the territory.
