Third Quarter Bulletin 2026

  1. Pets

Stérilisation

We are breaking records this year. Two hundred and thirteen female dogs and 295 female cats were spayed this third quarter compared to 103 female dogs and 134 female cats in the third quarter 2025. One mortality: a cat that had been fed choked during surgery.

A waste of effort with veterinarians in the city: spaying of females has unfortunately fallen flat. Additionally, neutering is performed on the last Thursday of the month to occupy the entire time.

The veterinarians who work for us come from Isabela (Luzon) and we are completely satisfied. In addition to their clinic, they are mobile: in September, after Roxas and Irawan with PAWFI, they went to El Nido for two 3-day periods!

  Chatterie

The last three kittens have survived and are doing very well. The chances of adoption are very rare but they are coping well with their stay in the cattery.

Fourrière

Still closed and with no hope of reopening according to the latest news. The veterinarians in the city are going all out on home rabies vaccinations and PAWFI on spaying.

A major downside, however: unregulated, unchecked, untaxed breeders of purebred dogs are flooding the market. We suggested to the legislative body to pass a local law.

These unfortunate Rottweilers, Malinois, Shih Tzus and others spend their entire lives in a cage barely longer than they are.

2. Farm Animals

Abattoir

Unfortunately, the ramp is, as expected, ineffective and is not used for cattle or for pigs.

For the moment, the water troughs for pigs have not been approved and the shower in the pig stunning ramp has not yet been installed, nor has the mandatory use of the stunning device for cattle. So it is halal/kosher meat with the accompanying cruelty.

Furthermore, on June 15th, we received a letter from management informing us that a goat had escaped and our representative was now banned from the premises unless she paid… three times the price of the goat!! We immediately replied, with a copy to the mayor, denying our responsibility but stating that, in the spirit of compromise, we were willing to reimburse the goat at market price. We have received no response to our several letters.

Carabaos

We received a response to our letter suggesting the suspension of slaughtering while waiting for oil prices to drop in order to protect agriculture. We had received a draft bill for the province in this regard, but since then, nothing has moved! Illegal shipments of carabaos of all ages and under particularly cruel transport conditions continue and no measures are being implemented.

THE MARTYRS SACRIFICED ON THE ALTAR OF GLUTTONY

Animals crammed into an area of less than one square meter per carabao, without food, for a 40-hour journey including loading

This quarter more than 452 carabaos have been shipped without the presence of veterinarians and without inspections required by law, to Manila for the corned beef factories, to the detriment of farmers and especially of   agriculture. No carabao has ended its life at the Puerto Princesa slaughterhouse deemed too restrictive by traders.

On September 10, we learned with horror that the M/V June Aster of the company Atienza which was supposed to load the carabaos at Liminangcong was completely destroyed off the coast of Coron by an intense fire that took 77 people in its flames, one dog, 43 injured, 8 missing to this day. Initially, the supposed reason was the presence on board of 15 tons of explosives declared as school materials, and then the story changed: it was the raging sea that ignited flammable products.

WE CARABAOS

We are still looking for some wealthy sponsors to gather the 600,000 euros needed for our project « A Thousand Carabaos for the Farmers of Palawan ». All donations will be received with gratitude.

Attached you will find the details of this project also important for agriculture.

IN THE GOOD NEWS REGISTER

This quarter four carabaos entered the still very exclusive club of PAWFI as part of our ambitious project. Timay, Abaw, Carriebaow, and Lumpiashanghai were purchased by multiple donors. We dewormed the southern carabaos on September 27.

In return, very sad news for our Titange, who perished drowned by intense rain.

OUR GOATS.

The adopter decided to return the three goats and 23 hens. We therefore found ourselves in an emergency situation, especially for the hens.

OUR CHICKEN COOP

So, 23 hens, some in (very) poor health, returned. We had to find a friend willing to lend us a considerable sum to build a permanent fence resistant to dogs and thieves from the neighborhood. Emie L. stepped up, and in 3 days the fence was finished and the hens were moved.

2.    ACTIVITES

               3rd Quarter 2026                           Since June 1999

Sterilizations: Dogs: 213 females, 3 males, 12,438 females, 2,228 males

  Cats: 195 females, 4 males; 8,617 females, 1,426 males

Eighty-five treatments prescribed by the veterinarian for pets and our carabaos have been completed.

 Tattoos: 216 dogs TOTAL: 16,111

Abandoned: 6 dogs, 7 cats

Adoption: 4 one-week-old puppies rescued by Paws & Claws

  Rabies vaccinations: 95 dogs

Recovered from the pound : none

OUR RESULTS

Since the foundation's creation in March 2000, we have sterilized 21,153 female dogs and cats combined, and 3,654 male dogs, and tattooed and registered 16,111 dogs, primarily in Palawan.

We obtained national and local welfare laws to regulate the transport and slaughter of carabao monkeys. Unfortunately, the province saw fit to remove, WITHOUT A PUBLIC HEARING, the paragraph concerning our participation in the inspection of animals at port loading. Our letters on this matter remain unanswered.

We bought 125 carabaos

While not an idyllic place, all our requests for the improvement of animal welfare during acceptance (additional water sources, various repairs, anti-slip ramps, repair of vehicle floors) are granted as quickly as possible.

OUR PROJECTS

Obtaining a national moratorium prohibiting the slaughter of carabaos

The application of the law on animal welfare for all animals throughout the country.
